Robert L. Markland, Certified Financial Services Auditor (CFSA),
Certified Risk Professional (CRP) and Certified Business Manager
(CBM) is the President and Chief Executive Officer of The Markland
Group, Inc. and has approximately 28 years experience in the banking
industry as an examiner, consultant and practitioner. He is thoroughly
familiar with and has extensive hands-on experience in all aspects
of regulatory, internal control, EDP, operational, and loan examination
requirements for national, state (member and non-member) banks,
savings and loans, and thrift chartered institutions.
His prior experience includes line responsibilities for Crocker
National Bank and Century Bank, where he was responsible for the
selection, evaluation, and finalization of examinations of the branch
system. He also served as Vice-President/Chief Accountant for a
national association bank. As a private consultant, Mr. Markland
has been responsible for the design and implementation, and provided
assistance for a variety of internal control, training, evaluation,
review, development, and examination systems for all aspects of
banking, including policies and procedures manuals. He is well known
to numerous examiners from several regulatory agencies for his assistance
to institutions in maintaining high "CAMELS" ratings and
for assisting institutions with lower ratings to achieve their potential.
Mr. Markland is a participating speaker for the California Bankers
Association on the subject of regulatory compliance.
Mr. Markland was educated in California and Tennessee where he
earned degrees in Accounting, Business Administration, and History.
He has been the principal of the Markland Group since 1989.
Julie Gallagher has approximately 15 years in the financial
services industry having held positions in Branch Operations to
Branch Manager (Operations and Loans). Coupled with her operations
and loan background, Ms. Gallagher has served as a Controller with
one of the "Big Five" accounting firms.
Ms. Gallagher held responsibility for the day-to-day operations
function and was eventually responsible for the internal audit function
of a large community bank. As Branch Manager, Ms. Gallagher was
responsible for managing the daily operations of the Consumer Loan
Processing, Cash Management, Customer Service, and Regulatory Compliance
functions. As Controller, Ms. Gallagher was responsible for monthly
and annual financial statements, annual audit, tax preparation and
compliance, annual budget and analysis of accounting procedures
to comply to GAAP standards. She has also served as Benefits Coordinator
where she was responsible for budgets, tax reporting, payroll and
vendor analysis for a Sacramento law firm.
She holds a BS degree from California State University Sacramento
with emphasis in Finance.
